I find Vic a little unconvincing even in the decks that want to play it. Mostly because the value Vic provides has a very hard flat cap. It will never be more than the once per turn that's roughly 2c of value. And frankly, even if you hit Vic EVERY turn, it's hard to believe that beats Zahya, let alone meta dominant Sable.
I feel saying “roughly 2c” is unnecessarily abstract? It is just 1 credit and 1 card when you use the ability, limited to once per turn. Comparable to say, Loup?
I think that’s good enough as an ID ability if it triggers most turns, but I also do not disagree that the two IDs you mention are also quite strong.
But I’m also not that worried about it? Criminal to me felt like the (runner) faction that least needed a new ID because it already has some good options. I’m sure people will try to play Vic to explore deckbuilding and theme.
And if it turns out Vic isn’t at the top of the competitive scene, that’s fine. Not every ID has to be.
